A child was born in Haryana on 08-08-1969. He was named Raj kumar. The place of his birth was Narwana in district Jind of Haryana. He was sent to a private school for his studies. He topped in the district in 5th class. He was given scholarship for further studies on the basis of 5th class scholarship examination. He was studying in Sanatan Dharma High School, Narwana. He was very intelligent and hardworking. Coming events cast their shadows before. He was good not only in studies but in speech also. He stood first in 6th class. Similarly, he secured a good position in 7th class. He secured 510 marks out of 600 marks in 8th class examination conducted by Haryana Board of Secondary Education, Bhiwani.
He won many shields and medals in speech competitions for S. D. High School, Narwana and brought laurels for school many a times. He stood first in 9th class in his school. When he was studying in matriculation, he met with an accident on a bicycle. A bicycle struck with a four wheeler. In that accident one boy, Lallu, died but he had a narrow escape. He was confined to bed for about 2 months due to head injury. After about 3 months he recovered fully from head injury. His teachers helped him a lot during his sickness. In that year also inspite of so much disturbance in studies due to accident he topped the school in that session. He continued the good position in higher secondary of Haryana education board, Bhiwani. He took admission in K.M. govt. college Narwana after passing higher secondary part 2. He passed pre-engineering getting the first division. He was the class representative in college. He also cast a vote for student’s elections being the C.R. His family managed to send him Chandigarh for further studies. He started giving tuitions to school going students there along with his studies. He was very obedient to his elders. He was accustomed to assist his elder brother in household chores. After passing his Pre-engineering with Science subjects, he shifted to Arts stream. He took admission in Government College, Chandigarh in B. A. II. He passed Bachelor of Arts Examination with Mathematics and Sanskrit. He topped P.U., Chandigarh among the boys in B.A. He started his Master of Arts in English from Directorate of Correspondence Courses, P.U. Chandigarh. Raj kumar again passed M.A. with flying colours. He was the topper of the Directorate in M.A. English.
He applied for various recruitments. He passed IAS Examination (preliminiary) of UPSC, New Delhi. He served in Intelligence Bureau, A G, Haryana and in Ministry of External Affairs, New Delhi. When he was serving in Intelligence Bureau, Mr. H D. Dewagoda was the Prime Minister of India. Raj kumar was dealing with Prime Minister Security files there. He had a heavy workload in New Delhi. Delhi was found congested to him so he left the job of I B, Delhi. He went to Chandigarh and joined A G, Haryana. He again appeared for Assistant Grade Examination and joined Ministry of External Affairs this time. His plan was to give 2 years to his Delhi Office in Ministry of External Affairs and then after 2 years they will automatically send him abroad. But all his plans were in vain and he died all of a sudden.
He had appeared for Haryana Civil Services Examination in 1994. After his death there was a call for Interview for HCS ( A class Tehsildar ) from HPSC, Chandigarh. He could not attend the Interview because he had already expired. HPSC selected him ( A class Tehsildar ) and called for Medical Examination to General Hospital, Sector-16, Chandigarh through a letter because he came in Ranking list ,without the 100 marks of viva-voce even.
